Legislative Bargaining and Distributive Politics in Brazil:

چکیده
This paper tailors general theories of distributive politics to guide an empirical analysis of the distribution of intergovernmental grants among the Brazilian states. It shows that grants are distributed in accordance with the political interests of the president, who seeks to maintain a stable, low-cost legislative coalition. States with greater legislative representation per capita receive larger grants per capita, as do states whose legislators belong to the president’s coalition. Moreover, the president appears to reward states that provided votes in recent presidential elections, and grants are correlated with the election cycle. These political factors help explain why discretionary resources are not targeted at poor regions. In conclusion, we explore implications for debates about Brazilian institutions and the broader comparative literature on the political economy of resource distribution.

The Executive Toolbox: Building Legislative Support in a Multiparty Presidential Regime
How do presidents win legislative support under conditions of extreme multipartism? Comparative presidential research has offered two parallel answers, one relying on distributive politics and the other claiming that legislative success is a function of coalition formation. The authors merge these insights in an integrated approach to executive-legislative relations while also considering dynam...

Most previous studies of the president’s role in the legislative process and the implications of veto power can be placed into two categories. The first is the application of the spatial model of agenda control. These models, which assume that the legislature has a monopoly over the legislative agenda, have typically predicted a limited role for the president in the process. The second research...
متن کاملIne ffi ciency in Legislative Policy - Making : A Dynamic Analysis
This paper develops an infinite horizon model of public spending and taxation in which policy decisions are determined by legislative bargaining. The policy space incorporates both productive and distributive public spending and distortionary taxation. The productive spending is investing in a public good that benefits all citizens (e.g., national defense or air quality) and the distributive sp...
متن کاملRhetoric in Legislative Bargaining with Asymmetric Information
We analyze a three-player legislative bargaining game over an ideological and a distributive decision. Legislators are privately informed about their ideological intensities, i.e., the weight placed on the ideological decision relative to the weight placed on the distributive decision. Communication takes place before a proposal is offered and majority rule voting determines the outcome. We sho...

We provide strong game-theoretic foundations for the median voter theorem in a onedimensional bargaining model based on Baron and Ferejohn’s (1989) model of distributive politics. We prove that, as the agents become arbitrarily patient, the set of proposals that can be passed in any subgame perfect equilibrium collapses to the median voter’s ideal point. While we leave the possibility of some d...
